The report adds that four major matches are being eyed for WrestleMania weekend with both Cena and Goldberg close to agreeing appearances.
Yet the Rock's long-awaited return is doubtful with a potential Roman Reigns clash at WrestleMania 39 the more likely option.
The Undertaker meanwhile officially hung up his boots in November in a farewell at Survivor Series, exactly 30 years on from his debut.
His last bout was the acclaimed cinematic Boneyard match at WrestleMania 36 but his future is still reportedly undecided.
Taker himself confessed that he would consider a return 'in case of emergency' and if boss Vince McMahon was 'in a pinch'.
And the 55-year-old also admitted that 'something juicy' would bring him back to WrestleMania with AJ Styles keen on a sequel to their April bout.
Elsewhere Cena, who returned to RAW this month to promote this year's Show of Shows, last competed in the ring nine months ago.
WWE revealed that WrestleMania 37 will take place on April 10 and 11 – as the PPV was spread over a weekend for the second successive year.

Universal Champion Reigns looks set to face Daniel Bryan at the Showcase of the Immortals as one of the major matches on the card.
Goldberg has also been tipped to face the Tribal Chief despite recently returning to challenge WWE champ, Drew McIntyre, at the Royal Rumble.
The much-maligned veteran, 54, was appearing for the first time since losing the Universal Title to Braun Strowman at WrestleMania 36.
